| Summary, etc. | Cet article cherche à comprendre comment les managers territoriaux se représentent le processus de co-construction des services publics locaux. Nous retenons de la littérature un modèle de co-construction issu de l’analyse de l’action privée et de l’action publique à l’échelle nationale. Le management stratégique et la co-création de valeur renvoient aux caractéristiques de la co-construction, l’innovation managériale / sociale et l’ empowerment sont des opportunités. Le modèle est confronté au terrain à travers une analyse d’entretiens et d’observations dans le secteur de l’action sociale à l’échelle communale. Les résultats confirment les dimensions et variables issues de la littérature et les complètent en proposant notamment une nouvelle dimension, celle des déterminants de la co-construction. Enfin, trois apports pour les managers territoriaux se dégagent : le management des conflits inhérent à l’action collective, l’influence du contexte et des interactions comme levier de développement, la co-construction pour améliorer la légitimité de l’action publique. |

| Summary, etc. | This article aims at understanding how territorial managers view the process of local public services’ cocreation. We retain from the literature a cocreation model resulting from the analysis of private and public action at the national level. Strategic management and value co-creation refer to the characteristics of co-construction, managerial / social innovation and empowerment are opportunities. The model is confronted with the field through an analysis of interviews and observations in the social action sector at the local level. The results confirm the dimensions and variables from the literature and complete them by proposing a new dimension, i.e. the determinants of cocreation. Finally, three contributions for territorial managers emerge : conflict management inherent to collective action, the influence of context and interactions as a lever for development, and cocreation to improve the public action legitimacy. |
