| Summary, etc. | En quelques années, les référentiels ont envahi le discours de l’action et de l’analyse, de manière conquérante et extensive. La contribution propose de distinguer l’usage normatif de l’usage explicatif de la notion de référentiel, en cherchant des arguments dans les politiques de qualification et de formation au travail social et dans l’approche cognitive des politiques publiques. Elle examine les différentes critiques formulées à l’encontre de cet usage dans le nouveau management public et montre enfin comment le second usage de la notion de référentiel peut en permettre le dépassement. |
