| Summary, etc. | Le travail présenté se situe dans le cadre d’une recherche de mémoire de master. Il pose toute l’ambiguïté des finalités du RSA. Ce dispositif, inscrit dans le prolongement ou l’héritage du RMI fondé sur le solidarisme, opère un changement profond d’éthique d’intervention, passant d’une logique assistancielle à une logique gestionnaire. Ce glissement de logique, associé à une organisation fortement cadrée et normée, amène les professionnels du RSA dans un nouveau rapport à l’allocataire, transformant peu à peu la relation d’aide en une relation de contrôle. Cette évolution s’établit progressivement au travers d’un parcours d’insertion pré- défini, de la contractualisation et des modes opératoires imposés par le dispositif. |

| Summary, etc. | Actors under control. A new paradigm of social actionThis article presents a study carried out for a master’s degree project. The author shows the ambiguity of the aims of income support through the “minimum income from activity” benefit. This new form of minimum revenue is similar to its predecessor the minimum insertion benefit. It replaces the previous logic of assistance to one of management. This change, associated with an extremely structured and normative organization of access to the benefit, brings professionals into a new kind of relation to service users closer to control than to help. This is expressed in predefined pathways to insertion, in contractual procedures and in new operational techniques. |
