Ils encourageraient l’inactivité et de ce fait favoriseraient le maintien des allocataires dans une situation de pauvreté. Cette critique n’est pas nouvelle : elle est présente dès la fin du XVIIIe siècle lorsque, pour la première fois, apparaît l’idée d’un droit à l’assistance. Cet article montre les limites théoriques et empiriques des discours qui dénoncent les effets pervers de l’assistance sociale. Pour ce faire, il s’appuie sur la typologie développée par David T. Ellwood qui distingue trois modèles de dépendance à l’assistance.

Summary, etc. The effects of minimum revenue benefitsAssistance benefits, just like the Revenu minimum d’insertion (Minimum guaranteed income) and its successor the Revenu de solidarité active (Active solidarity income), are the butt of sharp criticism. They may encourage inactivity and thereby may contribute to keep recipients in poverty. This criticism is not new : it arose from far back, in the late 18th century, when for the first time ever came up the idea of a right to public assistance. This article shows the theoretical and empirical limits of discourses which consist in denouncing the perverse effects of long-term welfare use. To do so, the article relies on the typology developed by David T. Ellwood who discerns three models of welfare dependency.
