| Summary, etc. | La sécurité européenne : état général des lieux depuis la fin de la bipolaritéL’article dresse un inventaire général des menaces dites nouvelles (transnationales, intra-étatiques et à prédominance non militaire) et traditionnelles (armes de destruction massive et conflits interétatiques) qui affectent la sécurité de l’Europe post-communiste. Il analyse ensuite la coopération entre les quatre principales organisations de sécurité chargées de la gestion de l’ensemble de ces menaces : l’OTAN, l’Union européenne, le Conseil de l’Europe et l’OSCE. Il traite également des régimes de sécurité en vigueur à l’échelle du continent. En conclusion, il met l’accent sur le rôle fondamental binôme OTAN/Union européenne et sur la distension continue du lien transatlantique provoquée par la politique étrangère dévastatrice de l’administration Bush. |

| Summary, etc. | La sécurité européenne : état général des lieux depuis la fin de la bipolaritéThis article offers a general inventory of the threats affecting post-Communist European security whether « new » (transnational, intra-state, non-military) or of a more traditional type (weapons of mass destruction, inter-state conflicts). It provides an overview of the cooperation between the four major European security organizations – namely NATO, the European Union, the Council of Europe and the OSCE. It also comments on the security regimes established at pan-European level, before drawing some concluding remarks on the fundamental role played by NATO and the European Union, as well as on the persistent unravelling of the transatlantic link due to the devastating foreign policy of the Bush administration. |
