| Summary, etc. | RésuméDans la mémoire collective, l'Amérique de George W. Bush restera probablement avant tout celle de la riposte aux attentats du 11 septembre 2001. Pourtant, même si on l'a oublié, le projet initial de l'Administration était avant tout économique et social : en finir autant que faire se pourrait avec l'interventionnisme étatique que le New Deal avait instauré et la Grande Société renforcé et réorienté. Sous cet aspect, elle a peut-être représenté l'ultime déferlante de la lame de fond qui, à partir de la seconde moitié des années 1970, a peu à peu renversé la direction prise depuis les années 1930 par la nation. Dès le printemps 2001, l'offensive est lancée mais, à l'été 2001, elle semble devoir avorter quand les attentats créent un climat politique où le président va un temps faire prévaloir ses idées. Pourtant, après s?en être d?abord trouvée facilitée, son entreprise est handicapée, à partir de 2005, par les retombées intérieures des guerres où il s?est lancé. Mais elle a sans doute pâti du radicalisme qui l'a caractérisée. Son Administration est arrivée à un moment où la « révolution conservatrice » commençait apparemment à perdre de son attrait. Le président pourrait bien avoir surestimé sa main et provoqué un retour de balancier. |

| Summary, etc. | In the collective memory, George W. Bush?s America is likely to be identified with the response to the September 11 attacks and the ?war on terrorism?. Yet, the Administration?s initial project was above all an economic and social one: to get as much as possible rid of the governmental interference the New Deal had established and the Great Society both strengthened and modified. In that respect, it may have been the last stage of the lasting movement that, since the second half of the Seventies, progressively reversed the course the nation had followed from the Thirties on. Since in the spring 2001, the Administration had been on the move. Yet, in the summer, its project already seemed in trouble when the terrorist attacks created a favourable political climate which enabled the President to have many of its propositions prevaled. But after having first his agenda facilitated, it is progressively, starting in 2005, hampered by the domestic fall-out of the wars he had launched. Its project probably also suffered from its radical nature. His Administration seems to have been inaugurated at a time where the conservative vision was beginning to lose part of its appeal. The President may have overplayed his hand, provoking a pendulum swing. |
