| Summary, etc. | La rhétorique de la participation constitue l’une des topiques des discours d’institution en Suisse. Les votations populaires seraient à la base d’un régime unique au monde, une démocratie dite semi-directe combinant stabilité politique et participation régulière des citoyens au processus de décision. Dans ce contexte participationniste où il apparaît coûteux de mettre en cause la centralité du « peuple souverain », l’encadrement public des campagnes de votation (référendums et initiatives populaires) via l’essor des « relations publiques de l’État » va se heurter à l’une des composantes de la coalition gouvernementale, l’Union Démocratique du Centre (UDC). Par le biais de l’initiative populaire « Souveraineté du peuple sans propagande gouvernementale », les dirigeants de ce puissant parti, issus des élites économiques zurichoises, tentent de conserver leur position dominante dans le management de la participation populaire. Les modalités de la violence symbolique légitime et, partant, la place de l’État, constituent l’un des enjeux de cet affrontement entre partisans et adversaires d’une intervention publique dans les campagnes de votation. |

| Summary, etc. | State participationism, the government of the “free formation of the opinion” in SwitzerlandThe rhetoric of participation constitutes one of the topics of institutional discourse in Switzerland. Votes by citizen on questions of policy are taken as the base of a quite unique political system, a semi-direct democracy mixing political stability and citizens’ regular participation in the decision making process. In this participationist context where it seems difficult to question the centrality of the sovereign people, public supervision of direct democracy campaigns (referenda and popular initiatives) by means of the rise of “State public relations” is in potential conflict with one of the components of the governmental coalition, the Swiss People’s Party (SVP). By means of their popular initiative “Sovereignty of the people without governmental propaganda”, the leaders of that powerful political party, stemming from Zurich’s economic elites, try to preserve their dominant position in the field of public opinion management. The modalities of legitimate symbolic violence and the place of the State constitute one of the stakes in this confrontation between supporters and opponents of public intervention in direct democracy campaigns. |
