Summary, etc. Créé par le gouvernement conservateur de Lee Myung-bak (2008-2012), le Presidential Council on Nation Branding (PCNB) montre comment le processus d’appropriation d’une politique participative appliquée à la politique économique s’opère dans la société sud-coréenne contemporaine. Chargé de promouvoir la nation brand sur la scène internationale, ce Comité a invité, au nom de la coopération public-privé, diverses catégories d’agents privés à l’élaboration de ses programmes susceptibles de dépasser les frontières habituelles entre domaines internes et externes ou entre affaires publiques et privées. La procédure dépolitisée et consensuelle introduite par ce type de participationnisme d’État a contribué à neutraliser la critique de l’action néo-libérale et « expansionniste » menée sous l’égide du PCNB. Loin d’être le symptôme d’un nationalisme historiquement daté, ni d’une stratégie politique en quête de la légitimité nouvelle, le PCNB est plutôt le produit d’une croyance sociale ancrée dans une forme singulière de participationnisme propre à la Corée du Sud post-autoritaire visant à la mobilisation autour d’un patriotisme économique.

Summary, etc. Nation branding in South KoreaThe conservative government of Lee Myung-bak (2008-2012) founded the Presidential Council on Nation Branding (PCNB) to promote the Korean nation’s brand on the international scene. This policy of soft power shows how a participatory policy is implemented in contemporary South Korea. The PCNB has invited, in the name of public-private cooperation, various categories of private agents into the development of its programs in ways that go beyond the usual boundaries between domestic and foreign areas or between public and private affairs. This form of participationism is based on depoliticized and consensual procedures that tend to neutralize any criticism of the neoliberal and “expansionist” character of the PCNB’s action. Thus the PCNB is not simply a symptom of nationalism or a political strategy seeking new legitimacy ; it is rather the product of a social belief based on singular participationism mobilizing around economic patriotism in postauthoritarian period.
