| Summary, etc. | Cet article propose d’analyser en quoi et comment le format organisationnel (agence nationale et pôles de recherche territorialisés) créé par le Plan cancer 2003-2007 et observé plus largement dans l’ensemble de la recherche française à partir de 2005, est révélateur d’une nouvelle intention régulatrice. En renouant le dialogue entre l’analyse de l’action publique et les récents apports du néo-institutionnalisme sociologique, nous démontrons que bien qu’ils présentent toutes les caractéristiques d’une réforme managériale, sa sélection et son élaboration se révèlent en définitive largement contingente et polycentrique, révélant une intentionnalité limitée des gouvernants. |

| Summary, etc. | The limits of New Public Management reformsThis article aims to explain how and why the organizations (national health and science agency and clusters) created by the Plan Cancer 2003-2007, and duplicated in the sector of French research as a whole since 2005, express a new regulatory intent. Drawing on sociological neo-institutionalism, we demonstrate that although they have all the characteristics of a New Public Management reform, their selection and development are largely contingent and polycentric, revealing a limited theorization of the relationship between the governing and the governed. |
