| Summary, etc. | Cet article développe la thèse selon laquelle l’expérimentation urbaine, plutôt qu’une étape transitoire, constitue un instrument à part entière de la conduite de politiques publiques territorialisées et innovantes. En prenant l’exemple de démonstrateurs de « smart communities » impulsés par l’État au Japon, nous montrons que l’expérimentation rejoint d’autres instruments de gouvernement à distance et contribue à la diffusion d’une compétition entre collectivités locales autour de l’exemplarité des territoires. Elle s’écarte toutefois d’autres instruments d’action à distance par une implication de l’État comme facilitateur de la remontée de données pour sa politique énergétique. Le décentrement par le cas japonais permet également de montrer que la mise en concurrence peut aussi s’imposer à l’État lui-même. |

| Summary, etc. | Innovating in urban areas by experimentsThis article argues that urban experimentations, rather than being a temporary stage, are a specific policy tool for the conduct of territorialized and innovative public policies. Through the case of “smart community” energy policy in Japan, I will show that experimentation through demonstration projects, as well as other instruments of “government at a distance”, has contributed to competition between local authorities to promote the exemplarity of their territories. However, this particular experiment deviates from other instruments of such government due to the involvement of the State as a facilitator in the feedback of data for its energy policy. The Japanese case also shows that competition can be imposed on central government itself. |
