| Summary, etc. | Cette contribution s’intéresse à l’inscription d’un secteur d’action publique dans le domaine de la sortie de conflit ; elle analyse les mécanismes de ce déplacement, ainsi que ses effets sur le cadrage des problèmes et les relations entre acteurs. Prenant le cas de la politique foncière rurale en Colombie, l’article montre comment l’association entre terre et post-conflit est politiquement et socialement construite, dans des interactions qui engagent à la fois des institutions étatiques et des acteurs de l’aide publique au développement. Il décrit la transformation de la relation entre les acteurs, marquée notamment par l’internationalisation du problème du foncier rural. Enfin, l’article analyse la façon dont se nouent des concurrences pour apparaître comme un acteur central de la transition de la guerre vers la paix. |

| Summary, etc. | This contribution focuses on the inclusion of a policy sector in the field of post-conflict peace-making ; it analyses the mechanisms of this displacement, as well as its effects on the framing of public problems and the relations between various policy actors. In analyzing the case of rural land policy in Colombia, the article demonstrates that the association between land and post-conflict is politically and socially constructed, in interactions that involve both state institutions and official development assistance actors. It describes the transformation of the relationship between the actors, marked in particular by the internationalization of the rural land problem. Finally, the article analyses the way in which competitions arise within and between various Colombian state agencies to become a central actor in the transition from war to peace. |
