| Summary, etc. | La manière dont les partis dits « de gouvernement » anticipent le fait d’avoir à conduire des réformes d’action publique constitue un angle mort de la littérature. En croisant l’exploitation d’archives et de données prosopographiques avec des entretiens conduits auprès de cadres du Parti socialiste et des « experts » ayant collaboré avec celui-ci, cet article explore les dimensions du travail programmatique partisan. En interrogeant la manière dont les politiques publiques s’articulent aux objectifs, contraintes et ressources d’une entreprise de gouvernement, l’article montre d’une part que les politiques publiques existent à la fois comme un horizon légitimateur encastré dans l’ordinaire des pratiques partisanes, et comme une échéance virtuelle orientant la mobilisation des ressources en campagne. Il souligne d’autre part combien ce double ressort se réfracte selon les multiples valeurs d’usage (récolte des suffrages, compétitions intra- puis inter-partisane, mise en jeu de sa crédibilité gestionnaire, fixation de coalitions réformatrices, préparation technique de l’échéance gouvernementale, etc.) dont sont investies les mobilisations programmatiques. C’est à l’intérieur de l’écart pratique entre ces différentes dimensions que les acteurs partisans s’ajustent – en bricolant – à la perspective de gouverner. |

| Summary, etc. | A blind spot in the literature is the way in which the so-called “government parties” anticipate having to carry out policy reforms. By combining the exploitation of archives and prosopographic data with interviews conducted with Socialist Party cadres and “experts” who have collaborated with the party, this article explores the dimensions of partisan programmatic work. By questioning the way in which public policies are articulated with the objectives, constraints and resources of a government enterprise, the article shows, on the one hand, that public policies exist both as a legitimizing horizon embedded in the ordinary of partisan practices and, as a virtual deadline guiding the mobilisation of resources during election campaigns. On the other hand, it underlines the extent to which this dual role is refracted according to the multiple use-values (collection of votes, intra- and then inter-partisan competitions, putting its managerial credibility at stake, setting up reform coalitions, technical preparation of the government deadline, etc.) with which programmatic mobilisations are invested. It is within the practical gap between these different dimensions that the partisan actors adjust - by tinkering - to the prospect of governing. |
