| Summary, etc. | La directive du 16 décembre 2020 procède à la refonte de la directive du 3 novembre 1998. Inspirée de l’initiative citoyenne européenne « L’eau un droit humain », elle vise à renforcer la qualité de l’eau destinée à la consommation humaine et à donner confiance aux citoyens dans la consommation de l’eau du robinet. À cette fin, elle renforce les méthodes d’évaluation de la qualité de l’eau par la mise en place de programmes de suivi des normes de qualité à respecter et demande aux États de procéder à la lutte contre les fuites. Par la consécration de l’approche fondée sur les risques, on assiste à la promotion des plans de gestion de la sécurité sanitaire des eaux (PGSSE). De manière plus ambitieuse, la directive invite à l’identification des groupes vulnérables et marginalisés afin qu’il leur soit garanti un accès à l’eau potable, ce qui ne doit pas cacher sa timidité sur la question de la tarification sociale de l’eau. |

| Summary, etc. | Directive of 16 December 2020 recasts the Directive of 3 November 1998. Inspired by the European citizens’ initiative "Water a human right", it aims at strengthening the quality of water intended for human consumption and to give citizens confidence in drinking tap water. To this end, it strengthens the methods of assessing water quality by setting up programs to monitor the quality standards to be respected and requests the States to take actions against leaks. By enshrining the risk-based approach, water safety management plans (Water Safety Plan) are promoted. More ambitiously, the directive calls for the identification of vulnerable and marginalised groups so that they can be guaranteed access to drinking water, which should not hide its timidity on the issue of social water pricing. |
