L’expression renvoie à un héritage colonial britannique, qui a façonné une cohésion artificielle par l’administration, les infrastructures et l’exploitation économique. Cet héritage a laissé place à une mosaïque d’États indépendants ayant des relations asymétriques. Cette région est traversée par des transitions majeures : émergence de l’Inde, urbanisation rapide, métropolisation inégalitaire et vulnérabilités face au changement climatique.
