| Summary, etc. | Ce texte d’opinion plaide pour un règlement géopolitique commun entre les Etats-Unis, l’Union Européenne et la Russie sur le conflit en cours en Ukraine orientale et sur les conséquences de l’annexion de la Crimée. Il est absolument essentiel de considérer un règlement général avec Moscou qui se traduirait par une Ukraine décentralisée et formellement neutre pour plusieurs raisons : 1- empêcher une nouvelle partition de l’Ukraine, sinon de l’Europe dans son ensemble ; 2- empêcher la dissolution de l’OTAN et une tension toujours accrue en Europe ; 3- éviter progressivement une alliance militaire plus étroite de la Russie avec la Chine, l’Iran, la Turquie, et certains autres Etats ; 4- empêcher la possibilité réelle d’une nouvelle course aux armements très onéreuse qui, cette fois, mènerait à une guerre mondiale. |

| Summary, etc. | This opinion piece advocates a geopolitical settlement of the Ukrainian conflict between the US, the European Union and Russia. It emphasizes the need for a neutral and decentralized Ukraine for the following reasons : 1 - prevent a partition of Ukraine and maybe of Europe itself 2 - prevent a dismantling of NATO and an increase of tensions in Europe 3 - prevent a growing military alliance between Russia and China, Iran, Turkey and other states 4 - prevent a costly new arms race that could eventually end up in a world war. |
