| Summary, etc. | RésuméL’économie de la connaissance a profondément bousculé les conditions de l’activité productive et les structures de l’entreprise. Nous sommes passés d’environnements stables et prévisibles, rassurants, à des contextes mouvants qui réclament rapidité de réaction, souplesse des organisations et capacité d’anticipation. Dans cette nouvelle configuration globale, où l’innovation et la réflexion stratégique déterminent le succès, l’action de l’État apparaît tout à la fois inadaptée et indispensable. L’intelligence territoriale offre donc l’opportunité de fournir une réponse à l’ensemble de ces mutations. En premier lieu, elle constitue une avancée des théories et pratiques des sciences de gestion puisqu’elle fait écho à la recherche de l’innovation en proposant d’organiser les acteurs en réseaux pour faciliter l’émergence d’idées et de solutions nouvelles aux défis productifs et commerciaux. Deuxièmement, elle s’impose comme un aimant conceptuel et opérationnel autorisant la rénovation, la réorganisation des actions traditionnelles de l’État classiquement désignées comme politique industrielle et technologique. |

| Summary, etc. | Territorial intelligence: synergy in the public-private encounter at the service of economic developmentThe knowledge economy has profoundly altered the conditions of productive activity and corporate structures. There has been a shift from stable and predictable, reassuring environments, to changing contexts that demand swift reactions, organizational flexibility, and a capacity for anticipation. In this new glob al configuration, where innovation and strategic reflection determine success, the state’s action seems both inappropriate and indispensable. Territorial intelligence affords an opportunity to find adequate responses to all these changes. First, it is a step forward in the theories and practices of management science. Echoing innovation research, it proposes the organization of actors in networks to facilitate the emergence of ideas and new solutions to commercial and production challenges. Second, it acts as a conceptual and operational magnet that facilitates the renovation and reorganization of those of the state’s traditional activities usually classified as industrial and technological policy-making. |
