Summary, etc. Cet article revient sur le rôle de la Revue des politiques sociales et familiales(RPSF) dans la traduction, l’importation et la définition de la notion de non-recours. Il propose un regard rétrospectif sur la structuration d’un champ de recherche sur l’accès aux droits et le non-recours, imbriqué dans des préoccupations sociales, institutionnelles et politiques de lutte contre la pauvreté. Si la notion de non-recours est plus audible et acceptable pour les pouvoirs publics que l’approche par les problématiques d’accès aux droits, son appropriation se fait souvent de manière restrictive. Les usages politiques du non-recours tendent à recadrer le problème et la solution sur la responsabilité individuelle, la méconnaissance et les comportements des destinataires (ne pas avoir recours), bien davantage que sur une approche structurelle de l’action publique qui interroge les responsabilités politiques et institutionnelles en matière de pertinence de la réglementation et de modalités d’accès (ne pas donner accès).

Summary, etc. This article discusses the role of the Revue des politiques sociales et familiales in the translation, importation and definition of the notion of non-take-up. It offers a retrospective analysis of the emergence of a research field dedicated to access to social benefits and non-take-up, embedded in the social, institutional and political concerns of the fight against poverty. While the concept of non-take-up is more audible and acceptable to the government than the access to social benefits approach, its political appropriation often remains restrictive. The political uses of non-take-up tend to reframe the problem and the solution in terms of individual responsibility, focusing on unawareness and recipient behaviour (not taking up), rather than on a structural approach to public action that questions political and institutional responsibilities regarding the relevance of regulations and the conditions of access (not providing access).
