| Summary, etc. | RésuméSujet d’engagements successifs contractés par le gouvernement français depuis le début des années 2000, le changement climatique en cours interpelle de nombreux acteurs, au premier rang desquels se situent les collectivités locales. Si l’État et la législation ne leur montrent pas toujours la voie avec force ni clarté, les élus locaux ont su s’emparer eux-mêmes de la question, certains de façon opportuniste, d’autres, nombreux, avec sincérité. S’engageant plus volontiers dans l’ atténuation que dans l’ adaptation, les collectivités inventent ainsi depuis quelques années de nouveaux modes d’action et de décision plus partenariaux, plus participatifs. Parallèlement, elles sont le lieu d’un renouveau des modes de vie et des formes urbaines, qui semblent redonner de la valeur au vivre ensemble, ou au collectif, à rebours de la dynamique individualiste qui a prévalu ces dernières décennies. |

| Summary, etc. | Public policies and the greenhouse effect : is town-dwelling better for the climate ?While the French government entered into many climate-related commitments since the early 2000, the current climatic change urges lots of actors to commit themselves, among which local authorities. If neither the State nor the legislation give them much clear help or direction, many mayors decided to get hold of the climate change stake, some of them in an opportunist way, and many of them with sincerity.Choosing the way of mitigation rather than adaptation, French local authorities have been, for some years, finding out some new decision and action models, including more participation of the inhabitants and local stakeholders. In the same time, some new ways of life and new urban shapes are locally emerging, collective-oriented more than individualistic as the standard used to be for some decades. |

| Summary, etc. | Öffentliche Politik, Treibhauseffekt und urbanes ZusammenlebenSeit Beginn dieses Jahrhunderts setzt der Klimawandel die französische Regierung, allen voran die Gebietskörperschaften, unter Zugzwang. Da Staat und Gesetzgebung bislang keine einheitliche und klare Linie verfolgten, haben viele lokale Volksvertreter – mache aus Opportunismus, viele aus Überzeugung – sich den Klimaschutz zu eigen gemacht. Gestärkt durch den Willen zur Problemlösung haben viele Gebietskörperschaften seit einigen Jahren neue, partnerschaftliche und partizipative Handlungs- und Entscheidungsmodi in der Klimapolitik entwickelt. Diese haben ihrerseits vom vorherrschenden Individualismus weg, hin zu einer Erneuerung des urbanen Zusammenlebens geführt. |
