Il montre comment cette gestion bureaucratique du sinistre devient emblématique des politiques sociales du régime bolivarien fondé sur la militarisation des institutions. Par le biais de la description des dispositions pratiques dans un refuge installé dans un fort militaire, cette contribution interroge la traduction pratique du discours officiel de la dignificación des victimes dans la vie quotidienne des sinistrés. Elle questionne les procédures de légitimation politique et sociale de l’intervention des forces armées dans la vie sociale vénézuélienne. |

The militarization of disaster relief during La Tragedia (Venezuela)This article deals with public humanitarian aid through the analysis of response of the Hugo Chávez government to La Tragedia of December 1999. The article demonstrates how the handling of victims of bureaucratic level becomes emblematic of the social policies of the Bolivarian regime founded on the militarization of institutions. In its description of the layout and the facilities of a shelter at a military fort, this piece calls into question the practical implications of the official discourse of “dignification policies” in the normalization of the everyday life of disaster’s victims. The article questions the procedures of political and social legitimization of the armed forces in Venezuelan society. |

| Summary, etc. | ZusammenfassungDer vorliegende Artikel beschäftigt sich mit staatlicher humanitären Hilfe und analysiert diese am Beispiel des Katastrophenmanagements der sogenannten venezuelansichen „Tragedia“ (1999) unter Präsident Chávez. Der Artikel zeigt, dass der bürokratische Umgang mit der Katastrophe als beispielhaft für die Sozialpolitik des mehr und mehr militarisierten bolivianischen Regimes angesehen werden muss. Anhand einer Beschreibung der praktischen Handlungsweisen in einem auf militärischem Gebiet errichteten Flüchtlingslager, analysiert die Autorin die praktische Umsetzung des offiziellen Staatsdiskurses der „Dignification“ anhand des täglichen Lebens der Katastrophenopfer. Dabei hinterfragt sie besonders die soziale und politische Legitimation der Intervention militärischer Kräfte in das gesellschaftliche Leben in Venezuela. |
