| Summary, etc. | Cet article étudie l’édification de l’architecture informatique de Pôle emploi en se concentrant sur l’activité de remise à l’emploi des chômeurs. Il montre que des logiciels informatiques ont été développés pour résoudre le grand dilemme de l’institution – entre recevoir tous les chômeurs ou n’en placer que quelques-uns – et analyse l’échec de cette tentative. La mise en informatique de la lutte contre le chômage reconfigure les contradictions de la politique de l’emploi en contraignant les agents à respecter formellement l’ensemble des objectifs qui leur sont fixés par la politique de l’emploi. Pour autant, ces logiciels ne permettent pas de réduire la pression qu’exercent sur le guichet le très grand nombre de chômeurs. Les agents manquent de temps pour réaliser l’ensemble de leurs missions et c’est en se saisissant des outils informatiques de placement et des outils informatiques mesurant leur efficacité, que ces derniers parviennent à résoudre artificiellement ces tensions. |

| Summary, etc. | Eligibility control or job placement ?This article examines the construction of the IT architecture in French Job Centres (Pôle emploi) and focuses on the activity of placement of unemployed persons into jobs. It shows that much software has been developed to solve the institution’s dilemma – between receiving all the unemployed and placing a few of them – and analyzes the failure of this attempt. Computerizing the struggle against unemployment reconfigures the contradictions of employment policy by forcing agents to respect strictly all the objectives set for them by national employment policy. Software does not reduce the pressure exerted on schedules by the large number of unemployed persons. Public agents lack the time to complete all of their tasks. They manage to artificially resolve those tensions by taking control of the placement software and the ERP. |
