| Summary, etc. | L’objectif de ce dossier est de mettre en évidence l’intérêt d’une analyse centrée sur les « cadres intermédiaires » de l’administration pour saisir les recompositions managériales de l’État en France. En effet, les travaux existants se sont surtout concentrés soit sur le rôle de la haute fonction publique dans la conception de réformes d’inspiration managériale, soit sur les conséquences de ces réformes pour les agents et les professionnels de « première ligne », qui travaillent au contact des usagers. En s’appuyant sur des travaux issus de divers champs (principalement la sociologie de l’administration, la sociologie de l’action publique et les sciences de gestion), cet article introductif propose de préciser la notion de cadre intermédiaire pour en faire un outil d’analyse, avant de présenter les résultats des articles réunis dans le dossier. En raison de leur position dans les hiérarchies administratives, ces cadres sont investis d’un travail de traduction et d’opérationnalisation d’objectifs généraux et abstraits en prescriptions et règles pratiques. Ils sont ainsi amenés à jouer un rôle pivot dans la recomposition des routines organisationnelles, des dispositifs de gestion et des architectures de l’administration. |

| Summary, etc. | Middle managers in the public sectorThis special issue aims at contributing to the scholarship on public sector management reforms by focusing on the role of middle managers in French public administration. In comparison with other countries, most studies of French administration either focus on the role of top civil servants in the design of reforms or on their consequences for the work of professional and street-level bureaucrats. Based on a survey of the relevant literature in a variety of disciplines (management, public administration, political science, and sociology), this introductory paper outlines empirical and theoretical reasons justifying the need to study middle managers. After having established the relevance of middle management as an analytical category, we present the papers collected in this special issue. Because of their intermediary position within administrative hierarchies, middle managers play a pivotal role in framing and translating reform initiatives into operational routines, new management devices and structures. We conclude by suggesting new research questions for the study of the managerial reforms of public administration. |
