| Summary, etc. | La pauvreté à l’épreuve de l’Ouzbékistan Cet article aborde les représentations et le vécu de la pauvreté en Ouzbékistan d’abord à travers l’examen de la perte de statut des intellectuels académiques puis en examinant localement la faible pertinence de la catégorie de « pauvreté » telle qu’elle est conçue par la Banque mondiale. Les ONG font l’objet d’une troisième partie qui analyse leur histoire et leurs profils comme entreprises d’exportation de la démocratie américaine dans l’espace postsoviétique. L’Ouzbékistan offre l’exemple d’un État tombé dans le « sous-dévelop-pement » qui bloque toute évolution démocratique. Il s’agit d’une « transition » ratée et d’un relatif retour à une situation de guerre froide dans une région plus prospère à l’époque de l’URSS où l’expérience de l’indignité est plus prégnante que celle de la pauvreté partagée par la majorité de la population. |

| Summary, etc. | The Politics of Poverty in Uzbekistan Examining the representations and reality of poverty in Uzbekistan, in the case of the declining status of academic intellectuals and then in relation to the World Bank’s inadequate category of « poverty », reveals a country that has fallen into « underdevelopment » and that blocks any democratic change. In this context, the role of NGOs has been to export US-style « democracy » to coun-tries of the ex-Soviet Union. The end result has been a failed « transition » and a return to « cold war » to a region that was more prosperous at the time of the Soviet Union and where, at the present time, the feeling of indignity is even stronger than the poverty shared by most of the population. |
