| Summary, etc. | En dépit de son intitulé, la RGPP ne constitue pas une « revue de programme » conduisant à interroger les missions poursuivies par les administrations, mais plutôt une réorganisation de leurs organigrammes afin de réaliser des économies d’échelle. Cette restructuration de l’appareil d’État vise d’une manière générale à « faire mieux avec moins » : accroître les performances des agents publics tout en procédant à une diminution des effectifs. Parallèlement à la conception néolibérale du rôle de l’État qui sous-tend cette réforme, la mise en œuvre des préceptes de la Nouvelle gestion publique est désormais pleinement assumée. |

| Summary, etc. | The RGPP Programme Review : a Neoliberal View of the Role of the State ? Despite its name, the RGPP Programme Review is not a programme review that entails a review of the goals pursued by administrations. It is more of a reorganisation of their structure in order to achieve economies of scale. The broad aim of restructuring State administration in this way is to “do better with less”, in other words to increase the performance of public officials while reducing their number. In parallel to the neoliberal view of the role of the State underpinning this reform, the principles of new public management are now fully taken for granted. |
