| Summary, etc. | Le modèle européen de flexicurité entend concilier la flexibilité des marchés du travail et la sécurité des travailleurs. Cet article examine comment les acteurs politiques et administratifs de la Commission européenne se sont adaptés à un contexte politique et institutionnel difficile. Dans une stratégie de persuasion à deux bandes, le « triangle d’or de la flexicurité danoise » a d’abord permis d’éviter l’opposition des représentants des syndicats européens. Ce cadrage a ensuite dû être nuancé pour éviter la résistance des États membres qui refusaient d’adopter un modèle excessivement centré sur un cas national. En expliquant pourquoi, au cours des processus de cadrage, certains experts ont été préférés à d’autres, cet article met l’accent sur la dimension stratégique du choix de l’expertise et souligne ses effets dans l’affaiblissement des conflits politiques. |

| Summary, etc. | European flexicurity and the Danish modelThe European model of flexicurity reconciles flexibility on the labour markets and security for the workers. The article examines how political and bureaucratic actors of the European Commission have adapted to a challenging political and institutional context. The Danish “golden triangle of flexicurity” has first helped to get around strong opposition from European trade unions’ representatives. This framing had then to be softened in order to avoid Member States reluctance to adopt such a national framing. This article explains why some experts, and not others, have been mobilised. It underlines the strategic dimension of expertise and evaluates its effects on the weakening of political conflict. |
