| Summary, etc. | Le règlement (UE) n° 1143/2014 du 22 octobre 2014 est une importante contribution à l’harmonisation au niveau communautaire de la réglementation relative à la prévention et à la gestion de l’introduction et de la propagation des espèces exotiques envahissantes (EEE).Le nouveau règlement place, de manière restrictive mais pragmatique, un système de liste positive « d’espèces exotiques envahissantes considérées comme préoccupantes pour l’Union » au cœur du dispositif.Il consacre également au niveau communautaire, l’approche hiérarchique en trois étapes (prévention, éradication, contrôle) promue de longue date par le droit international. Cette approche permet une gestion globale et intégrée des EEE.Il convient toutefois de déplorer l’absence de mécanisme financier spécifiquement dédiés à la mise en œuvre d’un règlement ambitieux par ses mesures mais limité dans ses moyens. |

| Summary, etc. | Regulation (EU) No 1143/2014 of 22 October 2014 is an important contribution to the harmonization at EU level of the prevention and management of the introduction and spread of invasive alien species (IAS).The core measure of the new regulation is a list of “invasive alien species of Union concern.” This positive list system emphasizes the restrictive but pragmatic approach of the new regulation.It also implements at Union level, the three-step hierarchical approach (prevention, eradication and control), endorsed for a long time by international law. This is an integrated and comprehensive approach of the management of IAS.Nevertheless, one can regret the lack of financial mechanisms dedicated to this highly ambitious but not well funded regulation. |
