| Summary, etc. | La XXIe Conférence des Parties à la Convention Cadre des Nations Unies sur les Changements Climatiques fut, comme annoncé, un événement historique. Il fut marqué par l’adoption de l’Accord de Paris, un traité international qui encadrera les efforts d’atténuation des émissions de gaz à effet de serre à partir de 2020. Le mécanisme mis en place par ce traité est innovant, laissant une grande place aux processus politiques par lesquels les États décideront - ou non - de s’engager à des mesures ambitieuses. Seul l’avenir pourra dire si ce traité rencontrera un plus grand succès que le Protocole de Kyoto. |

| Summary, etc. | COP21: its Issues and outcomesThe XXIst Conference of the Parties to the UN Framework Convention on Climate Change was, as expected, a historical event. The Conference adopted the Paris Agreement, an international treaty, to organize international cooperation in climate change mitigation efforts from 2020 onward. The mechanism established by the Paris Agreement is innovative and recognizes the primacy of the political processes through which States will commit - or not - to ambitious measures. Only time can tell whether this treaty will meet a greater success than the Kyoto Protocol in addressing the most pressing environmental issue of our time. |
