Au niveau exécutif, la nature technocratique de cette assistance se révèle extrêmement bénéfique pour les Français. Une mise en contexte historique de cette technocratie et une relecture des archives disponibles concernant l’assistance permettent de démontrer l’influence positive de certains technocrates américains, en particulier celle de John Foster Jr., à l’époque numéro trois du département de la Défense, que cela concerne les relations avec les Français ou la synergie avec le Conseil de sécurité nationale. |

At the executive level, the technocratic nature of that assistance was extremely beneficial for the French. The historical context of this technocracy and a rereading of available archives on the assistance demonstrate the influence – regarding the relation with the French or the synergy with the National Security Council – of some American technocrats, especially that of John Foster Jr., who headed with others the Department of Defense. |
