| Summary, etc. | À partir d’observations des marches dans la ville de Bejaïa, à l’été 2019 et au début 2020, et d’entretiens avec des citoyen.ne.s, militant.e.s et universitaires, cet article entend illustrer l’interaction entre le local et le national dans le mouvement démocratique et citoyen entamé en février 2019. Démarré par la marche de Kherrata du 16 février, le hirak algérien exprime des revendications démocratiques et pluralistes qui trouvent une résonance particulière en Kabylie – région traditionnellement vue comme contestataire. Ce travail met en œuvre une ethnographie des manifestations, associée à une étude de la mobilisation et de la perception de la mobilisation dans la wilaya de Bejaïa, pour faire ressortir les continuités historiques des discours et des pratiques, et montrer en quoi les dynamiques propres à la basse Kabylie s’intègrent dans la dimension nationale du mouvement, et inversement. Cela permet de démontrer que le hirak de 2019 constitue une refondation de la nation comme corps et acteur politique, et offre un pacte sociopolitique alternatif à celui qui a dominé depuis l’indépendance. |

| Summary, etc. | From observations of marches in Bejaïa, made in the summer 2019 and early 2020, coupled with interviews with citizens, militants and academics, this article seeks to illustrate the interaction between the local and the national in the democratic uprising that started in February 2019. Initiated by a massive demonstration in Kherrata on February, 16th, the Algerian hirak expresses democratic and pluralist demands that find a particular meaning in Kabylia – a region deemed to be more prone to contestation. This work uses an ethnography of the demonstrations, a study of the mobilisation and the perception of the mobilisation in the Bejaïa wilaya, in order to highlight the historical continuities of discourses and practices, and to show how local dynamics are intertwined with national ones, and vice versa. This helps demonstrate how the 2019 hirak constitutes a rebirth of the nation as a political body and actor, and proposes an alternative sociopolitical pact that constrasts from the one inherited from the independence. |
