| Summary, etc. | L’article analyse la puissance croissante des GAFAM, BATX et autres géants du numérique, désormais leaders des infrastructures (cloud, câbles sous-, satellites) et moteurs de l’innovation, notamment en intelligence artificielle. Malgré des régulations émergentes aux États-Unis, en Europe et une reprise en main en Chine, la domination de cet oligopole reste écrasante, appuyée sur des stratégies anticoncurrentielles et une mainmise sur les données. L’interdépendance entre États et géants du Net s’est intensifiée, chacun soutenant ses champions nationaux pour des raisons économiques et géopolitiques. L’Union européenne mise sur la régulation, les États-Unis sur l’innovation industrielle, et la Chine sur le contrôle politique et le leadership mondial. Ce pouvoir soulève de nombreux enjeux éthiques : atteintes à la vie privée, manipulation de l’information, affaiblissement de la démocratie, etc. En outre, l’usage militaire et stratégique du numérique transforme les rapports de force internationaux. La domination techno-économique actuelle menace les équilibres multilatéraux hérités de l’après-guerre. Face à cette mutation, l’auteur appelle à repenser les contre-pouvoirs démocratiques et à prendre acte de l’émergence du Sud global pour une redéfinition des règles du jeu mondial. |

Despite emerging regulations in the United States and Europe and a crackdown in China, the dominance of this oligopoly remains overwhelming, supported by anti-competitive strategies and control over data. The interdependence between states and internet giants has intensified, with each supporting its national champions for economic and geopolitical reasons. The European Union is focusing on regulation, the United States on industrial protection, and China on political control and global leadership. This power raises many ethical issues: invasion of privacy, manipulation of information, weakening of democracy, etc. In addition, the military and strategic use of digital technology is transforming international power relations. The current techno-economic domination threatens the multilateral balances inherited from the post-war period. Faced with this change, the author calls for a rethinking of democratic counter-powers and for the emergence of the Global South to be acknowledged in order to redefine the rules of the global game. |
