| Summary, etc. | In eighteenth-century France, constant pressure to install new production units along waterways led to frequent conflicts over water allocation. Protected manufacturers appealed to the Bureau of Commerce for support in handling the claims made against them. The records documenting these procedures reveal the different means used to measure the driving power of water in the absence of a definition of flow. Two salient elements emerge: first, water flow measurement varied locally and was quantified in terms of productive output; second, it became increasingly political as the century progressed. |
