| Summary, etc. | Cet article propose une nouvelle approche des formes de mobilisation et de politisation des classes populaires, par le biais d’une étude des mouvements de locataires à Bombay, entre 1920 et 1950. Il cherche notamment à interroger certains postulats du courant des Subaltern Studies. Ce dernier distingue, en effet, un registre d’action des élites, par nature plus légaliste, et un registre d’action des subalternes, qui serait plus spontané et violent. Il considère que la conscience politique des dominés est par essence réfractaire à l’emprise des dominants. Or, l’étude des archives des deux agences coloniales chargées de construire puis d’administrer des logements pour les travailleurs de Bombay conduit à nuancer ces deux assertions. Documentant les relations quotidiennes de domination entre les locataires et leur propriétaire, ces archives montrent en effet que les habitants des immeubles coloniaux ont eu majoritairement recours à des moyens jugés légalistes, comme la pétition. L’existence d’un discours officiel paternaliste de l’État colonial a, de fait, favorisé l’émergence de revendications et fourni un terrain de lutte commode à ses locataires. L’article montre, enfin, comment ces expériences accumulées de luttes collectives ont pu servir, dans les années 1930, à la structuration, sous l’égide de partis ouvriers, d’un mouvement de locataires des classes populaires, capable de faire entendre ses revendications. |

| Summary, etc. | This article proposes a new approach to the forms of mobilization and politicization of the popular classes, through a study of the tenants’ movements in Bombay, from the 1920’s to the 1950’s. It seeks notably to question certain assumptions of the Subaltern Studies group. This group dissociates elite mobilization, by nature more legalistic, from subaltern mobilization, relatively more spontaneous and violent. It considers that the political consciousness of the subordinate groups is in essence resistant to the ascendancy of the dominant strata. A study of the archives of the two colonial agencies responsible for the housing of Bombay workers leads to a reconsideration of these assertions. Documenting the everyday relations of domination between the tenants and their landlord, they show that the inhabitants of the colonial buildings resorted mainly to legalistic modes of action, and especially to petitions. The existence of a paternalistic official discourse of the colonial state encouraged the emergence of claims and provided a convenient battleground for its tenants. This article analyses, finally, how these accumulated experiences of collective struggles were used, in the 1930’s, by the labour parties to organize a movement of the tenants of the popular classes, able to impress their claims upon the authorities. |
