| Summary, etc. | This article looks at how research and practitioners are addressing the ecologisation of planning practices, and in particular the business model of public land developers. The financing of these land developers largely rest on the sale of future constructability rights, being therefore highly intertwined with construction and artificialisation practices. This leads to the increasing mobilisation of land, materials and energy resources and the perturbation of ecosystems, fairly incompatible with planetary boundaries and their declension in urban projects. Faced with global environmental turmoil and recent regulatory developments (such as net-zero objectives), a number of public land developers consider their operating model as obsolete to be. Drawing on ethnographic material collected with six French land developers (semi-public companies and/or local public companies) and a collective discussion with them and other players involved in regulating development in France, this article examines the theoretical and practical challenges raised by the ecologisation of the planning and constructing act. How can we rethink the value production in planning, so as to take into account and to make count matter, energy and living things? What does it entail operationally and accounting-wise? This article aims to contribute to a research agenda on ecological planning practices and metrics. |

| Summary, etc. | Cet article étudie la manière dont se pose, pour le monde de la recherche et les praticiens, la question de l’écologisation de la pratique de l’aménagement, et en particulier du modèle de fonctionnement des aménageurs. Le mode de financement des aménageurs repose largement sur la vente de charges foncières, c’est-à-dire une valeur des sols assise sur les futurs droits à construire. Il est donc fortement lié à la construction et à l’artificialisation. Il conduit à une mobilisation croissante de ressources en foncier, en matériaux, en énergie et à la perturbation des écosystèmes vivants et s’avère incompatible avec l’inscription de l’aménagement dans les limites biophysiques dites planétaires. Face aux changements environnementaux globaux et aux évolutions règlementaires du type « zéro artificialisation nette », un certain nombre d’aménageurs font le constat de l’obsolescence de leur modèle de fonctionnement. À partir d’une recherche ethnographique auprès de six sociétés d’aménagement françaises (sociétés d’économie mixte et/ou sociétés publiques locales) et d’une réflexion collective engagée avec eux ainsi que d’autres acteurs participant à la régulation de l’aménagement en France, cet article interroge les défis théoriques et pratiques soulevés par l’écologisation de l’acte d’aménager. Comment repenser la production de la valeur en aménagement de manière à « faire compter » la matière, l’énergie et le vivant ? Quelles en sont les implications opérationnelles dans les pratiques comptables et les processus de décision des aménageurs ? L’article souhaite ainsi contribuer à un agenda de recherche sur les pratiques et les métriques écologiques de l’aménagement. |
