| Summary, etc. | En 1955, Jacques Soustelle, alors gouverneur général de l’Algérie, décide de mettre en place les Sections Administratives Spécialisées (SAS). Piliers essentiels de la pacification en pleine guerre d’Algérie, leur création s’inscrit dans le cadre d’une volonté politique d’intégration de la population musulmane, notamment dans les zones rurales isolées. Structures administratives et militaires dont les compétences s’étendent aux domaines administratif, économique, éducatif et social, les SAS s’intègrent dans la grande tradition des Bureaux arabes établis en Algérie en 1833 et plus tard des Affaires indigènes du Maroc en 1926. Dès lors, en 1961, on dénombre 700 SAS réparties sur l’ensemble du territoire algérien mais aussi 20 Sections Administratives Urbaines (SAU) dans les quartiers musulmans des grandes villes ; quelques antennes seront même instaurées en métropole. Dans le cadre de cette étude, il s’agit de retracer le mode opératoire lié à l’implantation des SAS, puis de faire un focus sur leur mission sanitaire, sociale et éducative en prenant l’exemple de SAS situées dans la région des Aurès. |

| Summary, etc. | In 1955, Jacques Soustelle, then governor general of Algeria, decided to create the Sections Administratives Spécialisées (SAS). Essential pillars of the pacification in the middle of the war in Algeria, their creation is part of a political will to integrate the Muslim population especially in remote rural areas. Administrative and military structures whose competences extend to the administrative, economic, educational and social fields, the SAS are integrated in the great tradition of the Arab Offices created in Algeria in 1833 and later of the Indigenous Affairs of Morocco in 1926. Thus, in 1961, there are 700 SAS distributed throughout the Algerian territory but also 20 Urban Administrative Sections (UAS) in the Muslim districts of large cities; some branches will even be created in metropolitan areas. In this study, we retrace the procedure related to the implementation of SAS, and then focus on their health, social and educational mission by taking the example of SAS located in the Aurès region. |
