| Summary, etc. | Abstract: In France, in the early 1990s, harm reduction activists were prudent about drug prohibition. They were opposed to the penalization of simple use because it represents an obstacle to prevention and care. Faced with the specialized care system, which explained that nothing could be done because of the law of 1970, they fought for needle exchange programs, substitution treatments, and access to care for drug users, especially injecting drug users with HIV. Now, in 2025, faced with the violence and corrupting ability of criminal organizations, the French government argues that drug users are the real problem: No drug users, no trafficking! Therefore, we must explain that drug users have no other choice than the black market, and we must fight for a radical change in drug policy. At a time when cannabis prohibition has been abandoned by several nations, we must continue to move forward. Coca leaf should be removed from the 1961 Convention. This would be a second step toward a policy inspired by harm reduction, public safety, and human rights, far from punitive prohibition. This is the new frontier. |
