| Summary, etc. | In Belgium at the present time, there exists a certain consensus in support of the need to guarantee that everyone can afford to access a certain number of services providing basic rights (to health, education, social services, cultural provisions, etc.) Public authorities increasingly favour the giving of financial benefits directly to the users. This is the present practice, though indeed with variations, in a certain number of European countries such as England, France, Italy, Sweden, the Netherlands, Germany, etc. We see in this development the replacement of the financing of the offer of services by the financing of the claims for assistance. This article sets out to analyse the situation in Belgium. |
