Summary, etc. La « toxicomanie » en France a d’abord été abordée sous un angle répressif, avec pour objectif l’éradication des drogues et l’abstinence des usagers. Face à l’échec de ces politiques et à l’émergence du VIH dans les années 1980, un changement de paradigme s’est imposé progressivement, intégrant des approches de réduction des risques. Fondée en 1984 par Jean-Marc Borello, SOS Drogue International s’inscrit dans ce tournant en défendant l’accueil inconditionnel et la dignité des personnes avant toute exigence de soin. L’association contribue au développement de dispositifs innovants comme les Sleep-In, premiers hébergements d’urgence pour usagers de drogues, et les communautés thérapeutiques, combinant soins, accompagnement social et cadre résidentiel. Ces pratiques de terrain influencent durablement les politiques publiques françaises en addictologie.
