Summary, etc. On the basis of an analysis of strategies used to counter poverty in Latin America, this article puts forward a critical approach to the socio-historical context for which Conditional Cash Transfers have been devised, and examines what they represent from the standpoint of the norms of public policy. Recent developments, shaped by the economic crisis of the years 1990-2000, have redefined the role of politicians and the modes of social intervention. In formulating the hypothesis of a “governmentality” or art of government (the expression of Michel Foucault) developing in line with the issues raised by the “new social question”, we propose to examine it in the light of the challenges currently faced by the welfare state. The present context where insecurity is institutionalised and welfare is subject to close financial control is in counterpoint to the paradigm of the promotion of change that is appearing in western Europe.
