| Summary, etc. | Amorcée en 1992 et 1999, la réduction des distorsions dans les échanges conduit la PAC à systématiser le découplage entre aides et productions agricoles. L’analyse centrée sur l’effet prix permet d’évaluer l’avantage collectif attendu, à l’aide de simulations sur modèle avec une hypothèse de dépense budgétaire européenne constante. Selon le niveau auquel la prime de découplage est offerte en substitution aux aides existantes, les « perdants » et les « gagnants » changent en nombre, en localisation, en variation de surplus, avec un avantage « producteurs - contribuables » inchangé à 1,8 milliard d’euros pour l’UE-15 par rapport à l’Agenda 2000. Ce gain serait de 0,8 milliard i pour un découplage partiel proche de l’accord de Luxembourg de 2003. |

| Summary, etc. | Impact of a Reform of the Common Agricultural Policy via Uncoupling The reduction of the distortions to trade launched in 1992 and 1999 has led the CAP to systematise the uncoupling of agricultural aids from agricultural production. Thisanalysis, focused on the price effect, makes it possible to assess the expected advantage to society, by means of model simulations under an assumption of constant European budgetary expenditure. Dependingon the level of the uncoupling premium offered in substitution for existing aids, there is a change in the numbers of “losers” and “winners”, in their location, in the variation of the surplus, with the advantage as between producers and taxpayers for the 15-member EU compared with Agenda 2000 unchanged at euros1,8 billion. The figure would be euros 0,8 billion in the case of partial uncoupling similar to that contained in the 2003 Luxembourg agreement. |
