Les erreurs d’analyse passées, tant russes qu’occidentales, ont fermé des fenêtres de négociation. Aujourd’hui, l’Ukraine doit déterminer s’il faut négocier pour éviter une issue plus défavorable, alors que l’aide occidentale s’érode, que les États-Unis privilégient ses propres intérêts, et que l’Europe manque d’autonomie diplomatique. La question centrale demeure : comment obtenir un cessez-le-feu ou un accord sans entériner une défaite politique ou territoriale ? |
