| Summary, etc. | Cet article s’intéresse aux activités de lobbying des représentants industriels dans les arènes discrètes où s’élaborent les lois et règlements relatifs à la prévention des risques industriels. S’appuyant sur des observations empiriques menées entre 2002 et 2015, dans le cadre de la réforme engagée suite à la catastrophe d’AZF de 2001, l’analyse porte successivement sur trois aspects peu documentés du lobbying industriel : le travail continu de coordination des intérêts représentés, la variété des modalités d’agrégation des représentants de ces intérêts aux espaces de production normative et enfin, les effets de socialisation résultant des interactions de ces représentants avec les autres parties prenantes de la fabrique des lois et règlements. Au final, cette immersion dans les arènes discrètes de la production normative révèle une facette assez inattendue du lobbying industriel qui contraste fortement avec les analyses davantage centrées sur les capacités d’influence de ces acteurs dominants. |

| Summary, etc. | This article examines the lobbying activities of industry representatives in the discreet arenas where laws and regulations relating to industrial risk prevention are developed. Based on empirical observations conducted between 2002 and 2015, as part of the reform initiated following the AZF disaster in 2001, the analysis focuses successively on three little-documented aspects of industrial lobbying: the ongoing work of coordinating the interests represented, the variety of ways in which representatives of these interests are brought together in normative production spaces, and finally, the socialisation effects resulting from the interactions of these representatives with other stakeholders in the law and regulation-making process. Ultimately, this immersion in the discreet arenas of normative production reveals a rather unexpected facet of industrial lobbying that contrasts sharply with analyses that focus more on the influence of these dominant actors. |
