| Summary, etc. | Cet article se propose de détailler, d’examiner et de diffuser une méthodologie d’évaluation de l’impact d’un opérateur gouvernemental en charge du système d’information de 180 institutions d’enseignement supérieur. Cette méthodologie est mise en œuvre dans le contexte d’un processus de changement interne. Ce changement implique la transition vers des solutions open source à partir de solutions existantes, en réponse à une injonction réglementaire, la loi pour une République numérique de 2016. Cette transformation numériquenécessite une évaluation de l’impact pour réaliser cette transformation numérique. Nous décrivons la mise en œuvre d’un outil d’évaluation pour piloter cette transformation, en apportant une réflexion sur le dispositif. |

| Summary, etc. | This article sets out to detail, examine, and disseminate a methodology for assessing the impact of a government operator in charge of the information systems of 180 higher education institutions. This methodology is implemented in the context of an internal change process. This change involves the transition to open source solutions from existing solutions, in response to a regulatory injunction, the 2016 Pour Une République Numérique law. A comprehensive approach is required to facilitate the digital transformation, which encompasses IT, legal, financial, and change management aspects. An impact assessment is essential to achieve this transformation. We describe the implementation of an assessment tool to guide this transformation, offering a reflection on the device. |
