| Summary, etc. | Dans un contexte de transformations profondes de l’enseignement supérieur, les universités publiques doivent concilier massification des effectifs, exigences de qualité et impératifs de performance. Cet article analyse l’impact du New Public Management (NPM) sur la gouvernance universitaire à travers l’étude de cas de l’Université Mohammed V. L’objectif est d’examiner la mise en œuvre des principes du NPM et d’évaluer la pertinence du Balanced Scorecard (BSC) comme outil potentiel de pilotage stratégique. La recherche mobilise une approche qualitative fondée sur l’analyse documentaire et des entretiens semi-directifs. Les résultats mettent en évidence un décalage persistant entre les ambitions de modernisation et les pratiques réelles, encore marquées par une forte centralisation, des logiques bureaucratiques et une faible continuité stratégique. Sur le plan théorique, l’étude contribue à enrichir la compréhension des dynamiques de gouvernance universitaire ; sur le plan pratique, elle ouvre des pistes de réflexion pour une adaptation progressive des outils de management public au contexte institutionnel étudié. |

| Summary, etc. | Amid profound transformations in higher education, public universities face the challenge of reconciling growing student numbers, quality requirements, and increasing performance expectations. This article analyzes the impact of new public management (NPM) on university governance, using Mohammed V University as a case study. The objective is to examine the implementation of NPM principles and to assess the relevance of the balanced scorecard (BSC) as a potential strategic management tool. The research adopts a qualitative approach based on documentary analysis and semi-structured interviews. The findings reveal a persistent gap between modernization ambitions and actual practices, which remain characterized by strong centralization, bureaucratic inertia, and limited strategic continuity. Theoretically, the study sheds light on governance dynamics within public universities; practically, it suggests pathways for gradually adapting public management tools to the specific institutional context. |
