| Summary, etc. | RésuméDans sa première partie, l’article étudie l’évolution des Collectivités Locales en Espagne au cours de la période non démocratique (1950-1975) et du début du développement du processus décentralisateur (1978-1988). Pendant les années 90, les élus locaux ont revendiqué le besoin de renforcer l’autonomie locale au travers de la mise en place du « Pacte Local » comme voie d’une seconde ou nouvelle décentralisation. La deuxième partie traite de l’avenir des Collectivités Locales qui dépendra de l’interprétation « plus ou moins » restrictive du Pacte Local. |

| Summary, etc. | Local governments in Spain: between continuity and renewalThe first part of this report deals with the evolution of Spanish local governments throughout the non-democratic period (1950-1975) and the beginning and development of the decentralization (1978-1988). In the nineties, local authorities claimed the need to reinforce their local governments by means of « local agreements ». These were the beginnings of a second or new decentralization. The second part talks about the future of local governments, that will depend on a certain restrictive interpretation of this agreement.Classification JEL : H71, H72. |
