| Summary, etc. | En France, au début des années 1990, les militants de la réduction des risques étaient prudents sur la question de la prohibition des drogues. Ils étaient hostiles à la pénalisation de l’usage simple car c’est un obstacle à la prévention et au soin. Face au secteur de soins spécialisés qui expliquait que rien ne pouvait être fait à cause de la loi de 1970, ils se battaient pour les programmes d’échange de seringues, les traitements de substitution et l’accès aux soins pour les usagers de drogues, en particulier les injecteurs contaminés par le VIH.Maintenant, en 2025, face à la violence et à la capacité de corruption des organisations criminelles, le gouvernement français explique que les usagers de drogues sont le vrai problème : pas d’usagers, pas de trafic ! Nous devons donc expliquer que les usagers de drogues n’ont pas d’autre choix que le marché noir et nous devons nous battre pour un changement radical des politiques de drogues. Si la prohibition du cannabis a été abandonnée par plusieurs pays, nous devons continuer à avancer. La feuille de coca devrait être retirée de la Convention de 1961. Ce serait un second pas vers une politique inspirée par la réduction des risques, la sécurité publique et les droits humains, loin de la prohibition punitive. La nouvelle frontière est là. |

| Summary, etc. | Abstract: In France, in the early 1990s, harm reduction activists were prudent about drug prohibition.
