| Summary, etc. | Traditionally excluded from political mechanisms, barrio inhabitants are nowadays part of the public-policy cycle thanks to local committees known as consejos comunales. Their participation can be analyzed beyond their public voice in the barrio assembly, and the political dimension of this popular voice cannot be reduced to simple deliberation or engagement with arguments. In these popular committees, more than participate as beneficiaries of the elaboration of public policies, the inhabitants discover their political subjectivity thanks to a dialectic of singularity and universality. |
