Summary, etc. | This article explores one of the recent legislative innovations in the Senate: the creation of “omnibus” bills to try to control the Senate floor on budget issues. Facing a surge of obstructionism over the past decades, Majority Leaders have increasingly bundled together appropriation bills into one single legislative package so that the political costs of obstruction would be prohibitive. Using the 108th Congress (2002–2004) as a case study, the author highlights the political stakes of this move, as well as its long-term consequences. |
