Summary, etc. After years of armed struggle, Mozambique has engaged in the struggle over municipal elections (1998). Taken as the high point of the democratization process initiated in 1994, these elections did not fulfill their promise; they only served to strengthen Frelimo’s hegemonic position. While Renamo has been discredited, new lists of “independent citizens” were nonetheless affirmed in the public sphere.
