| Summary, etc. | La naissance de la loi est consubstantielle à un processus de fabrication assez spécial qu’original. Au-delà de la compétence parlementaire, le pouvoir exécutif piloté par le président de la République arbore en permanence les attributs d’invité de première classe dans cette mécanique de production des normes juridiques, aussi bien à l’ouverture du processus qu’à la fin de la sécrétion législative. Cette production traduit la logique du positivisme juridique. Entre la période normale et la période de crise, conjuguée aux discours politiques, le président marque son empreinte, afin d’assoir son projet socio-politique. |

Beyond parliamentary competence, the executive branch—led by the President of the Republic—consistently assumes the posture of a first-class actor within this machinery of norm production, both at the initiation of the process and at its final legislative crystallisation. This process reflects the logic of legal positivism. In both ordinary times and periods of crisis, and through political discourse, the President leaves a significant imprint on the law-making landscape in order to advance his socio-political agenda. |

Para além da competência parlamentar, o poder executivo, liderado pelo Presidente da República, exibe constantemente a qualidade de convidado de primeira classe neste mecanismo de produção de normas jurídicas, tanto no início como no fim do processo legislativo. Esta produção reflete a lógica do positivismo jurídico. Entre o período de normalidade e o períodos de crise, aliado aos discursos políticos, o Presidente deixa a sua marca para consolidar o seu projeto sociopolítico. |
