| Summary, etc. | France’s navy has two centers of expertise that contribute to the process of operational innovation: the CEPA (Centre d’expérimentations pratiques de l’aéronautique navale) and the CEPN (Centre d’expertise des programmes navals). Both rely on experience gained in the field for greater reactivity in the conduct of innovative programs, but the latter can only be achieved if some of the excessive bureaucracy is removed. |
