| Summary, etc. | De par leur dimension historique et leurs caractéristiques sociotechniques (dont une fonction relationnelle établie entre ressources, territoires, services et populations), les infrastructures d’eau potable apparaissent comme des révélateurs des interdépendances auxquelles sont confrontés les services publics. Ces interdépendances – entendues comme des relations mutuelles entre les éléments constitutifs du système d’eau potable produisant des effets de réciprocité – se nichent au sein et à la croisée de différentes dimensions liées au fonctionnement des services publics et impliquant la question infrastructurelle : l’environnement, l’appareillage technique, l’organisation politico-administrative, l’aménagement territorial, la demande et les usages de l’eau, etc. Elles mettent en scène une confrontation des registres de représentation et d’action sur le système d’eau, et les interactions qui en découlent. Ces relations d’interdépendance se traduisent par des boucles de rétroaction ayant pour conséquence d’agir sur le positionnement des acteurs, et pour résultat de recomposer les enjeux, les rapports de force et les actions. L’enfermement des acteurs dans une approche segmentée des problèmes empêche ainsi d’appréhender le secteur dans sa globalité et d’anticiper l’imbrication des différents éléments problématiques. L’article vise ainsi à contribuer à l’analyse sociohistorique et cognitive des services et des infrastructures d’eau potable, en les repositionnant dans une perspective holistique non linéaire. |

| Summary, etc. | Due to their historical dimension and their socio-technical characteristics (including a relational function established between resources, territories, services and populations), drinking water infrastructures reveal the interdependencies faced by public services. These interdependencies—understood as mutual relations between the constituents of the drinking water system producing effects of reciprocy—occur within and across different dimensions of the functioning of public services and involving the infrastructure issue: environment, technical equipment, political and administrative organisation, territorial planning, water demand and uses, etc. Interdependencies depict a confrontation of representation registers and actions linked to the water system, and the resulting interactions. These interdependent relationships are reflected by feedback loops that reposition the actors in specific positions, and reproduce issues, power relations and actions. The confinement of actors in a segmented approach of water problems prevents them from understanding controversial points in their entirety and anticipating their interrelatedness. This article aims at contributing to the socio-historical and cognitive analysis of drinking water services and infrastructures, by repositioning them in a non-linear holistic perspective. |
